2025 Developments
Nicotine in South Africa contracted in 2025 as declining legal cigarette volumes outweighed growth in alternative nicotine formats. The market was increasingly shaped by the expansion of illicit trade, which continued to erode the formal cigarette category and divert demand towards untaxed products. While cigarettes remained the largest nicotine category, smokeless tobacco, e-vapour products and heated tobacco was the only area to record growth, supported by lighter taxation, weaker enforcement and broader availability across both formal and informal channels. Regulatory delays and affordability pressures continued to reshape consumer behaviour and competitive dynamics. The absence of progress on the Tobacco Bill allowed illicit cigarettes, nicotine pouches and e-vapour products to operate with a significant competitive advantage over compliant manufacturers. At the same time, consumers increasingly prioritised products that delivered the greatest value for money, accelerating migration towards nicotine pouches, disposable vapes and other lower-cost nicotine alternatives. This shift highlighted the growing importance of convenience, affordability and functional utility across the nicotine landscape. Competitive activity remained heavily influenced by the illicit market, which limited visibility into broader market developments despite a highly concentrated formal market. British American Tobacco retained its leadership position, although competitors such as MLP Distributors and Philip Morris South Africa increased their shares. In retail, supermarkets remained central to routine nicotine purchases, while food, drink and tobacco specialists continued to play an important role in cigars, cigarillos and smoking tobacco through their focus on product expertise and specialist ranges. Looking ahead, total nicotine volume is expected to continue declining as legal cigarette volumes remain under pressure from excise increases, illicit trade and persistent enforcement gaps. Growth is projected to remain concentrated in smokeless tobacco, e-vapour products and heated tobacco, with nicotine pouches and disposable vapes expected to benefit most from value-driven consumer demand. Unless meaningful regulatory reform and enforcement improvements alter current market conditions, alternative nicotine products and illicit cigarettes are expected to continue capturing an expanding share of nicotine consumption.
