Without clarifying how, the authorities, especially those of Bogotá, are seeking to reach agreements with the vendors of street stalls/kiosks where in exchange for a monthly fee that they would pay for the use of a public space, their activities would become more regulated. The problem is that with the payment of these "rents" the authorities would have to intervene in other matters, such as sanitary regulation, and the use of gas or fuel for cooking in public spaces.
The development of new forms of payment, such as digital transactions, has been a substantial improvement for many informal sellers, who can now sell with greater security and offer more convenient payment methods to their customers. Moreover, this banking of businesses could provide an opportunity to monitor and formalise small and informal businesses and enable the government to glean better information about these productive units, increase their fees and tax collections, and help these vendors to better run their businesses.
The launch of home delivery services via WhatsApp among some street stalls/kiosks in a bid to compensate for sales lost during the pandemic is set to continue. While the aftermath of the pandemic is set to see the revival of more normal social and economic activity, the provision of delivery services is likely to remain an important part of the offer for many street stalls/kiosks players, especially given factors such as the enduring shift to working from home at least part of the time, which will weaken sales to office workers, an important consumer group for some street stalls.
