After increasing volume and value sales for fine cut tobacco in 2020, sales declined but remained above pre-pandemic levels in 2021. Due to border closures and travel restrictions, many German consumers were forced to purchase cigarettes from the more expensive domestic market.
For three consecutive years up to 2021, pipe tobacco in Germany has recorded double-digit retail volume and current value growth rates. This has been driven mainly by the trend for waterpipe or “shisha” tobacco smoking.
After already experiencing a positive performance in 2020, cigars and cigarillos continued to grow in popularity in the second year of the pandemic in Germany. The decline of cross-border sales had a positive effect on domestic demand.
Over the forecast period, a recovery of international mobility and cross-border travel is expected. The promising outlook for 2022 means longer journeys will be taken, which will allow Germans to make a higher rate of purchases abroad.
Increasing prices due to tax hikes in addition to inflationary pressure on consumers’ discretionary spending capabilities could hamper even the most dynamic categories in terms of growth over the forecast period. This is especially relevant for products that are popular with younger adults who do not have high disposable incomes.
The pandemic and subsequent closure of non-essential retailers strengthened e-commerce’s position in the category and helped to normalise online purchases of tobacco products. As Germans are likely to face increasing economic pressures due to inflation as well as tax hikes, increasing numbers are predicted to search for price promotions via both offline and online channels.
