A lower-than-average price and a similarity to cigarettes (those with filters are the best performers amongst cigarillos) continue to support the performance of the category, leading to volume growth in both years of the pandemic. Consumers who are trying to reduce smoking or only smoke occasionally often see cigarillos as a feasible alternative.
Fine cut tobacco had been seeing continuing declines through the review period due to a high increase in taxes and a legislative change which obliged players to sell the products in a minimum of 30g. However, this changed in 2020 as the outbreak of COVID-19 led consumers to spend more time at home for work and leisure.
Pipe tobacco remained very small in terms of share representation in Portugal in 2021. However, it recorded very strong volume growth in 2020 and continued double-digit growth (albeit not as strong) in 2021.
Cigars, cigarillos and smoking tobacco is anticipated to continue growing over the forecast period, albeit at a steadily decelerating rate, as the Portuguese economy recovers and the limitations on people’s movement are reduced. Cigarillos and water pipe tobacco are set to be the main drivers of the category’s positive performance, despite growing at a slower pace than in previous years, through new product launches and flavours boosting their popularity.
Over the forecast period, cigars will remain a niche segment with low penetration in Portugal. Given the category has an older customer base, there is limited expectation of recruiting consumers in the future and limited expectations for expanding the share of this category.
After the increase observed in 2020 and 2021, sales of fine cut tobacco are anticipated to return to their former negative performance as consumers start to spend less time at home and choose convenience in their smoking practices. The category will continue to be affected by the EU ban on menthol flavouring (which came into effect in May 2020), review period tax hikes, and legislation on minimum pack weight.
