In addition, cigarette smokers are unlikely to switch away from cigarettes to fine cut tobacco or roll your own, as excise tax on smoking tobacco has been increasing in line with the excise tax on cigarettes, with fine cut tobacco no longer being more affordable than cigarettes.
With a ban on the sale of cigars, cigarillos and smoking tobacco through e-commerce planned to be introduced from 1 July 2023, with sales also slated to be banned through modern grocery retailers like supermarkets from 2024, other channels will see their sales increase, especially forecourt retailers and tobacco specialists. There is also the possibility that other retail outlets could start selling tobacco – they will just need to register as tobacconists, for which they do not need a special licence.
Excise tax increases for smoking tobacco are planned for both 2023 and 2024. These excise tax rises – of EUR3.
