As the effects of the pandemic, including travel restrictions, persisted throughout much of 2021, cross-border trade and illicit trade remained low, favouring the domestic market of fine cut tobacco and cigarillos, which both saw a slight increase in volume sales in the year. Cigars, meanwhile, witnessed a decline in 2021, following a return to the trend seen over the review period prior to the pandemic.
From 20 May 2020, cigarettes and roll-your-own tobacco (fine cut tobacco) with a menthol flavour have been banned in Denmark, and from April 2022, the sale of tobacco equipment that may change the flavour of tobacco products has also been banned. This has been a positive driver of growth for cigarillos with a menthol flavour as the menthol ban only applies to cigarettes and fine cut tobacco.
Cigars and cigarillos have been seemingly unaffected by the strong tax increase from 2020, in accordance with the government’s new tobacco policy to make tobacco products less attractive, as cigar consumers are less price sensitive, and cigars are consumed less frequently. Consumers also tend to be more mature with a stable financial situation.
Cigars, cigarillos and smoking tobacco is set to decline in 2022 as cross-border trade with Germany resumes following the reopening of the country’s borders. Beyond this year, the category will resume a negative trend in a return to the trend seen over the review period prior to the pandemic.
Plain packaging came into effect in Denmark on 1 April 2022 as part of an action plan to get fewer young people to start smoking. It applies to cigarettes, fine cut tobacco, heated tobacco and vapour products; however, cigars, cigarillos, pipe tobacco and nicotine pouches are exempt.
Accelerated greatly by the COVID-19 pandemic, e-commerce is set to be the fastest growing channel in cigars, cigarillos and smoking tobacco over the forecast period. As fine cut tobacco is typically routinely purchased, often with other groceries, the development of e-commerce in smoking tobacco is growing particularly fast, generally following the overall development of online grocery shopping in Denmark.
