The Ministry of Finance and the RNTA have declared war against the parallel market and the illicit brands in the pipe tobacco sector, which are smuggled from Libya and Algeria. In particular, it lowered the tax significantly for smoking tobacco and as a result, legal prices are now comparable to illicit brands.
In 2022, the imported pipe tobacco brand Al Fakher was officially launched by the RNTA. While Al Fakher has been available illegally for more than 15 years, the presence of Al Fakher in the legal market should encourage other international pipe tobacco brands to launch in Tunisia, under the RNTA umbrella.
Cigars will likely see ups and downs throughout the forecast period. An obstacle to increased local production is the inconsistent supplies of imported tobacco leaves.
