In 2020, cigarettes registered a double-digit decrease in volume sales, as some smokers chose to give up smoking in light of COVID-19 and less socialising also led to less smoking. In 2021, there was only a minimal increase in volume sales, as smoking prevalence continued to fall in Bolivia.
Cía Industrial de Tabacos (CITSA) continued to lead the competitive landscape in 2021, accounting for nearly three-quarters of volume sales, with its popular local brands, Casino and Derby, as well as Phillip Morris brands L&M (which is manufactured by CITSA) and Marlboro. However, many of CITSA’s consumers are older and, in an effort, to reach younger smokers, it launched the Marlboro Shuffle brands with random flavoured capsules.
Premium cigarettes are mainly only within reach for higher-income consumers in Bolivia. This includes for capsule cigarettes from the main brands.
Cigarettes will register a further fall in volume sales over the forecast period. Health concerns will lead to some smokers quitting smoking all together or others switching to less harmful alternatives such as e-vapour products.
Flavoured cigarettes will drive volume growth, mainly driven by a new generation of smokers. An example of a product that gained huge traction very quickly is the slim Bohem Mini White and there will be similar launches over the forecast period.
Traditional cigarette consumption also faces ongoing challenges from ongoing product migration to e-vapour products. It is expected that the main global companies such as Philip Morris, Japan Tobacco and British American Tobacco will launch their e-vapour products into Bolivia by their local partners and subsidiaries, such as CITSA, Bis Overseas Bolivia and Companex Bolivia.

RETAIL SALES OF DUTY PAID CIGARETTES The definition of cigarettes for the purposes of this study is duty-paid, machine manufactured white-stick products. This does not exclude brands of cigarettes that do not use white paper but it is designed to exclude the volume of non-machine manufactured products such as bidis/beedis (India) and papirosy (Russia), and other smoking products made with tobacco but that either do not resemble cigarettes as recognised in the US or Europe, or those that are not machine manufactured. The exclusion of these products is intended to give a more accurate picture of the "true" market for cigarettes and cigars which has been distorted in official statistics and published reports because of the inclusion of hybrid products. NB Please note that due to its central importance and integration into the industry mainstream, Indonesia’s market data does include hand-rolled kreteks DUTY-FREE sales are excluded from retail sales, as are herbal cigarettes. ILLICIT TRADE CIGARETTES Not included in retail sales, but split out separately in volume terms only. Defined as non-duty paid cigarettes (includes smuggled & counterfeit/fake products combined). Legitimate cross-border sales are considered duty-paid. Sales arising from a foreign national purchasing cheaper cigarettes in bulk in a neighbouring country for personal use and exported back are attributed to the country where the purchase is made (e.g. bulk cigarette sales by British nationals in France are attributed to France).
