Cross-border trade, particularly with Germany, and illicit trade was restricted in 2020 due to border closures, and there was consequently a strong decline in both. This would have had a positive effect on the domestic market of cigarettes; however, retail volumes still decreased in the year due to the excise tax-driven price increases.
There are plans to ban the sale of cigarettes to Danes born after 2010 by gradually raising the purchase age limit. The move aims to prevent the next generation from touching any form of tobacco.
Since April 2022, the sale of tobacco equipment that may change the flavour of tobacco products has been banned in Denmark. Cigarettes and fine cut tobacco with a menthol flavour were banned in Denmark in 2020; cigars & cigarillos, pipe tobacco and heated tobacco were exempt from the ban.
Retail volume sales of cigarettes in Denmark are set to decline at a steady rate over the course of the forecast period. This will be due to smokers reverting to purchasing habits that existed before the lockdown, using both illicit trade and visiting neighbouring countries such as Germany, to stock up.
Plain packaging came into effect in Denmark on 1 April 2022 and applies to cigarettes, fine cut tobacco, heated tobacco and vapour products. Exemptions include cigars, cigarillos, pipe tobacco and nicotine pouches.
Accelerated greatly by the pandemic, e-commerce is set to be the fastest growing channel in cigarettes over the forecast period. As cigarettes are typically purchased routinely, often with other groceries, the development of e-commerce in the category generally follows the overall development of online grocery shopping in Denmark.

RETAIL SALES OF DUTY PAID CIGARETTES The definition of cigarettes for the purposes of this study is duty-paid, machine manufactured white-stick products. This does not exclude brands of cigarettes that do not use white paper but it is designed to exclude the volume of non-machine manufactured products such as bidis/beedis (India) and papirosy (Russia), and other smoking products made with tobacco but that either do not resemble cigarettes as recognised in the US or Europe, or those that are not machine manufactured. The exclusion of these products is intended to give a more accurate picture of the "true" market for cigarettes and cigars which has been distorted in official statistics and published reports because of the inclusion of hybrid products. NB Please note that due to its central importance and integration into the industry mainstream, Indonesia’s market data does include hand-rolled kreteks DUTY-FREE sales are excluded from retail sales, as are herbal cigarettes. ILLICIT TRADE CIGARETTES Not included in retail sales, but split out separately in volume terms only. Defined as non-duty paid cigarettes (includes smuggled & counterfeit/fake products combined). Legitimate cross-border sales are considered duty-paid. Sales arising from a foreign national purchasing cheaper cigarettes in bulk in a neighbouring country for personal use and exported back are attributed to the country where the purchase is made (e.g. bulk cigarette sales by British nationals in France are attributed to France).
