Cigarettes suffered two markedly abnormal years in Finland in 2020 and 2021 due to the COVID-19 crisis. People spent more time at home, consumer foodservice operated under restrictions including a cap on the number of people outlets could serve and limitations on opening hours, as well as outright closures.
An EU directive led to the banning of menthol in cigarettes and RYO tobacco in May 2020. In December 2020, Valvira (National Supervisory Authority for Welfare and Health) announced that the ban on menthol applied to all tobacco products meant for smoking, nicotine liquids and nicotine free liquids meant for smoking, and not only cigarettes and RYO tobacco.
The changing face of the Finnish smoker continued in 2021. Compared to previous times, when non-smokers were rather an exception amongst men, today almost nine out of 10 men and women do not smoke on a daily basis.
The future looks increasingly bleak for cigarettes. Finland largely got rid of COVID-19 related restrictions and rules at the beginning of March 2022.
While the future is even more uncertain than usual going into the forecast period, if life goes on more or less normally, cigarettes faces the challenge of increasingly restrictive legislation. The proposed new Tobacco Act, which was still in the Parliament as of March 2022, was initially set to come into force in January 2022 with a transition period until 2023 for changes relating to packaging.
The COVID-19 crisis has bolstered the already prominent health and wellness trend. With increasing consumer health-consciousness a key force driving down the prevalence of smoking, this is expected to continue to weaken sales of cigarettes during the forecast period.

RETAIL SALES OF DUTY PAID CIGARETTES The definition of cigarettes for the purposes of this study is duty-paid, machine manufactured white-stick products. This does not exclude brands of cigarettes that do not use white paper but it is designed to exclude the volume of non-machine manufactured products such as bidis/beedis (India) and papirosy (Russia), and other smoking products made with tobacco but that either do not resemble cigarettes as recognised in the US or Europe, or those that are not machine manufactured. The exclusion of these products is intended to give a more accurate picture of the "true" market for cigarettes and cigars which has been distorted in official statistics and published reports because of the inclusion of hybrid products. NB Please note that due to its central importance and integration into the industry mainstream, Indonesia’s market data does include hand-rolled kreteks DUTY-FREE sales are excluded from retail sales, as are herbal cigarettes. ILLICIT TRADE CIGARETTES Not included in retail sales, but split out separately in volume terms only. Defined as non-duty paid cigarettes (includes smuggled & counterfeit/fake products combined). Legitimate cross-border sales are considered duty-paid. Sales arising from a foreign national purchasing cheaper cigarettes in bulk in a neighbouring country for personal use and exported back are attributed to the country where the purchase is made (e.g. bulk cigarette sales by British nationals in France are attributed to France).
