The number of cigarette sticks (licit and illicit) sold in the Czech Republic continued to decline during 2021. Younger adults are increasingly opting for alternatives to cigarettes, such as heated tobacco and vaping, which they perceive as less damaging to their health.
In spite of the aforementioned tax increase, retail constant value sales (2021 prices) of cigarettes continued to decline during 2021. Amid difficult market conditions, some manufacturers are reducing the size of the product portfolios to concentrate on their most profitable brands.
Sales of menthol flavoured cigarettes and menthol capsules were banned under EU regulation during 2020. As a result, cigarette smokers who strongly prefer this flavour switched to e-vapour products and heated tobacco.
Both retail volume and retail constant value sales of cigarettes will continue to decline throughout the forecast period, as the industry struggles to attract younger consumers amid deepening health awareness and the proliferation of alternatives, such as vaping. However, negative publicity relating to the safety of vaping could undermine this to an extent.
The combination of rising cigarette prices and the purchasing power of local consumers being squeezed by rising energy and food costs could see a growing number of them trade down to economy and mid-priced cigarette brands. Examples of the former include RGD by Philip Morris and West by Imperial Tobacco.
With COVID-19 restrictions significantly relaxed during the latter part of late 2021 and early 2022, the illicit trade in cigarettes will continue its rapid recovery during the early part of the forecast period, with growth gradually slowing during the latter part. As a result, the share of total retail volume sales of cigarettes (licit and illicit) accounted for by illicit products will steadily increase.

RETAIL SALES OF DUTY PAID CIGARETTES The definition of cigarettes for the purposes of this study is duty-paid, machine manufactured white-stick products. This does not exclude brands of cigarettes that do not use white paper but it is designed to exclude the volume of non-machine manufactured products such as bidis/beedis (India) and papirosy (Russia), and other smoking products made with tobacco but that either do not resemble cigarettes as recognised in the US or Europe, or those that are not machine manufactured. The exclusion of these products is intended to give a more accurate picture of the "true" market for cigarettes and cigars which has been distorted in official statistics and published reports because of the inclusion of hybrid products. NB Please note that due to its central importance and integration into the industry mainstream, Indonesia’s market data does include hand-rolled kreteks DUTY-FREE sales are excluded from retail sales, as are herbal cigarettes. ILLICIT TRADE CIGARETTES Not included in retail sales, but split out separately in volume terms only. Defined as non-duty paid cigarettes (includes smuggled & counterfeit/fake products combined). Legitimate cross-border sales are considered duty-paid. Sales arising from a foreign national purchasing cheaper cigarettes in bulk in a neighbouring country for personal use and exported back are attributed to the country where the purchase is made (e.g. bulk cigarette sales by British nationals in France are attributed to France).
