With cross-border restrictions and the growing dominance of Mainland China's domestic milk formula brands, the recovery of baby food driven by demand from visiting tourists is only likely to be partial. For the past couple of years, the Chinese government has successfully created favourable conditions for sales of milk formula on the Mainland by reinforcing substantial subsidies to domestic brands as well as issuing complicated regulations for foreign brands to adhere to.
Prior to the pandemic, baby food in Hong Kong was heavily influenced by consumers from Mainland China, with this group accounting for an average of 70% share of demand each year. With disruption from cross-border restrictions, a considerable proportion of consumers from Mainland China increasingly accept domestic brands and are less likely to return to purchasing milk formula from Hong Kong, even once they are permitted to travel there.
