In 2018, the tobacco industry in North Macedonia faced many challenges, with the greatest being posed by ongoing strong rises in tobacco excise tax. Cigarettes, being by far the biggest category, continues to be subject to the highest tax rates, which is making its volume sales decline consistently as more smokers are unable to afford the subsequent retail price rises.
The main reason for the decline in volume sales within cigarettes is permanently increasing unit prices as a result of excise legislation changes, which will continue to be implemented until 2023. These changes are part of the government programme to bring national legislation (including regulation of tobacco) and taxation policies (including tobacco taxes and excises) in line with EU requirements.
As a result of Philip Morris International Inc and Tutunski Kombinat Prilep ad’s strategic partnership, the production facilities of Tutunski have been significantly improved to meet the high standards required by Philip Morris to manufacture its cigarettes. Modernisation took place in Tutunski’s factory over the review period and, in 2018, a renovated production hall was opened with an area of over 5,000 sq m and new machines producing a new format of cigarettes: Marlboro Core 7.
Traditional grocery retailers continue to dominate the distribution of tobacco products in North Macedonia, especially cigarettes. In 2018, independent small grocers and newsagent-tobacconists/kiosks were the largest distribution channels for cigarettes in volume and value terms.
Over the forecast period, tobacco volume sales will continue to decline due to gradually falling demand for cigarettes, in parallel with declining smoking prevalence and the continued shift to fine cut tobacco, e-vapour products and heated tobacco products. Unit prices of cigarettes are set to continue increasing due to the amended Excise Law over 2019-2023.
