The COVID-19 pandemic arrived in Latin America in March 2020. Social distancing and self-quarantine measures meant that on-trade establishments, including restaurants, bars and clubs, were closed by authorities while public events were simply cancelled.
Although Uruguay declared a health state of emergency, it did not introduce a mandatory quarantine. The government called on its citizens to restrict their social activities and to avoid crowds as well as recommending to companies that their employees work remotely, where possible.
Tobacco taxes rose again in 2019, which led to an increase in the volume share of illegal cigarettes, as these offer price-sensitive consumers considerably lower prices, with such trade helped by porous borders and weak governance. As continual tax hikes have caused retail unit prices for cigarettes in Uruguay to rise significantly in recent years, there has been a consistent corresponding increase in the proportion of illicit trade.
Cía Industrial de Tabacos Monte Paz SA remained the undisputed leader in cigarettes and smoking tobacco in 2019, while La Republicana SA, a subsidiary of Monte Paz, maintained its commanding lead in cigars and cigarillos. Monte Paz’s only competitors in cigarettes are Abal Hnos SA, a Philip Morris International Inc subsidiary, and British American Tobacco Uruguay.
Increased time spent in private spaces is unlikely, on the whole, to lead to widescale smoking cessation in Uruguay. Indeed, a combination of additional free time, boredom and economic anxiety will increase consumption among some smokers.
