Tobacco is expected to see a value performance which is much worse than anticipated in 2020, although this is expected to be due to price increases under the rate of inflation, as the volume growth rates in cigarettes and cigars and cigarillos are expected to see little change from the forecasts, whilst smoking tobacco is expected to see stronger volume growth than forecast. The government did not increase taxation on tobacco at the end of 2019, in a move to curb inflation, and it is uncertain if it will do so as usual in mid-2020.
Even before the country’s first case was announced, the Turkish authorities halted flights from China and Iran and closed its borders with Iran on 12 March. It also subsequently stopped all flights from Italy, South Korea and Iraq and closed its borders with Iraq.
Tobacco saw dynamic double-digit current value growth in Turkey in 2019, although this was due mainly to price increases as a result of inflation and tax rises. Volume sales of cigarettes only saw a slow increase, whilst volume sales of cigars, cigarillos and smoking tobacco increased strongly.
Multinational players continued to lead tobacco in 2019, as they benefit from strong positions in the largest category, cigarettes. Global brand owners Philip Morris, Japan Tobacco International and British American Tobacco together dominate retail volume sales of cigarettes, and saw only minor changes in their volume shares in 2019.
COVID-19 is expected to have little overall impact on the volume growth rate of cigarettes in 2020, and is not expected to have a long-term impact on sales in this category, which is by far the highest in tobacco in value terms. However, other factors are expected to limit volume growth moving forward.
