Uruguay’s new food labelling law became effective in 2021 and companies are changing the packaging of their products in sugar confectionery to comply with this new law. The new labelling law requires the product to display a black octagon if a product has excess levels of sugar, salt, fat or saturated fat.
Medicated confectionery is expected to see sales rebound in 2021. The category was seriously affected by the outbreak of COVID-19 in 2020.
Despite pastilles, gums, jellies and chews seeing a sharp drop in retail volume terms in 2020, the category still registered the best performance within sugar confectionery during the year. In 2021 it is expected to remain one of the strongest performing categories.
In response to the new labelling law it is expected that companies will look to reduce the variety of sugar confectionery products available in Uruguay over the forecast period with many of these products being imported. Those products which are imported mainly come from Argentina and Brazil where the new labelling law is not in force, therefore the packaging does not need to include the black octagons (where applicable).
Kiosks (listed under other grocery retailers) is the most important distribution channel for sugar confectionery in Uruguay, with these outlets supplying the demand for impulse purchases, which account for a large share of sales. The channel saw a significant dip in its share following the outbreak of COVID-19 as consumers stayed at home, but as concerns over catching the virus soften and the government rolls out its vaccination programme it is expected that impulse purchases will bounce back.
Over the forecast period companies are expected to focus their strategies on producing healthier products to boost sales of sugar confectionery. The new food labelling law will likely negatively impact sales of sugar confectionery with parents likely to be more cautious about what products their children consume and how often.
