Western European snacks sales were relatively unaffected by the pandemic, other than showing a slight demand spike in retail value terms when COVID-19 hit the region in 2020. However, high inflation in the post-pandemic period negatively impacted the snacks performance across the region in 2022 and 2023. Nevertheless, Europeans’ love of their favourite little indulgences is expected to ensure positive growth over the forecast period, even in the face of rising health consciousness in the region.

Ferrero expands through acquisitions

As Ferrero looks to continue to strengthen its presence beyond confectionery it acquired the ice cream business and brands of the American company Wells Enterprises in December 2022, followed by Fresystem, an Italian producer of frozen sweet bakery products and ice cream, in February 2023.

Limited editions a popular tool for players in France

Limited editions were a key feature of new product development in France in 2023, as manufacturers sought to inspire sales and instil brand loyalty. In sugar confectionery, for example, after the launch by Haribo of a limited edition version of Goldenbears containing 25% fruit juice, Ferrero unveiled Tic Tac Sprite, inspired by the popular soft drinks brand.

Private label continues gaining share in Turkey

With times hard and money tight for many consumers in the face of raging inflation, Turkey was seeing the continued twin-pronged advance of private label and discounters in 2023. While private label almost doubled its share of snacks sales to 13% in 2018-2023, discounters captured more than 11 percentage points of additional share over the same period.

HFSS driving healthier food solutions in the UK

The first HFSS regulations on the display of products high in saturated fat, sugar or salt, introduced in October 2022, impacted impulse sales in the UK. Further restrictions came in the form of a ban on volume-based promotions in late 2023 and are due on advertising in 2024, which traditionally plays a crucial role in promoting new product developments. This should help drive continued innovation in the direction of healthier food solutions in the UK.
