Taiwan’s shrinking smoking population was already affecting demand for NRT smoking cessation aids in 2019, and this intensified in 2020 as the COVID-19 pandemic took hold. The number of smokers in the country was affected by the rising price of tobacco, underpinned by an ongoing nationwide anti-smoking ban.
Taiwan’s Ministry of Health and Welfare rolled out a smoking cessation counselling service from 2015, which supports reimbursement for any drugs, smoking cessation aids and counselling fees in the process of giving up smoking. This reimbursement system even supports two courses of treatment for up to two weeks.
The NRT smoking cessation aids category continued to be dominated by the Nicotinell and Nicorette brands in 2020, due to the declining prevalence of smoking in Taiwan, and falling demand for cessation aids. With no new entrants and government subsidies for those giving up smoking also affecting sales, the number of players and brands remained stable.
An increasing number of consumers are set to give up smoking as a result of COVID-19, increasing the negative growth demonstrated by the category prior to COVID-19. The Tobacco Hazards Prevention Act prohibited smoking in all workplaces and public places, including restaurants, from 2009, and this had a huge impact on the smoking population.
Due to the enforcement of the Tobacco Hazards Prevention Act, it has become more expensive and inconvenient to smoke in Taiwan. The smoking population continued to decline, thus slowing demand for NRT smoking cessation aids over the review period.
Although Champix is a prescription drug, an increasing number of consumers prefer this product over NRT treatments. This is especially because Champix can be fully subsided by national healthcare.
