The Ministry of Environment and Sustainable Development (MADS) issues Resolution 1407 on 26 July 2018, which regulates the environmental management of packaging waste and paper, cardboard, plastic, glass and metal packaging. The Resolution was issued in response to the impact of the packaging production process, and packaging waste on Colombia’s soil and water resources, with acute periods of drought and prolonged winters being part of the environmental damage caused.
Colour cosmetics and skin care brands continued to invest in packaging a key differentiator in 2019, especially when launching new products. Yuya colour cosmetics are packaged so that consumers can easily see what is on offer, with bright and decorative artwork in a multitude of playful colours.
Concurrent with rising environmental awareness and the critical influence sustainability concerns continue to have on packaging, Colombian consumer behaviour is increasingly price orientated. Accordingly, family value packs and large formats were popular during the review period as price-sensitive consumers sought to economise.
Though Colombia will suffer a severe recession in 2020 partly as a result of measures to contain COVID-19, beauty and personal care packaging will continue to see overall growth, though at a slower rate than in 2019. Bath and shower packaging is seeing considerably slower demand in 2020 for many of its product areas, despite its outright lead in terms of volume growth.
Overall growth in beauty and personal care packaging is predicted to be stable throughout the forecast period, rising at the same rate each year. Bath and shower packaging will continue to lead in terms of volume growth, slowing only slightly following the 2020 outbreak of COVID-19 but still turning in a much better performance than it did pre-2019, as increased hygiene-consciousness will persist in the wake of the pandemic.
