Croatia’s economy is disproportionally dependent on tourism, so it is not surprising that the country has been very sensitive to the impact of COVID-19-related restrictions on travel activities. Indeed, in an effort to staunch the virus, in March 2020 the government imposed a number of regulations that halted inbound arrivals and otherwise shut down nearly all aspects of travel to and throughout Croatia.
The Croatian government took the decision to close all non-essential retail and foodservice outlets from 18 March. Croatia also closed its borders on 18 March, before enforcing a lockdown under which residents were forbidden from leaving their place of residence without good reason from 27 March.
Airlines were, of course, greatly affected in 2020 by border closings and other pandemic-related restrictions on movement that resulted in grounded aircraft, cancelled flights and a significant loss of revenue. Leading scheduled airline Croatia Airlines continues to suffer severe losses, but the national airline was sent a lifeline of sorts in the early days of the pandemic when it was called upon by the government to help get Croatians home from abroad and ferry medical supplies into the country from China.
The various categories of travel in Croatia are highly connected and intermediaries have tended to suffer severe losses as a result of the onset of COVID-19 in 2020. On the other hand, while still reeling like others from the dearth of tourists in the country, car rental intermediaries are likely to suffer to a slightly lesser degree due to domestic demand.
As a result of the country’s disproportionate reliance on travel to buttress its economy, the significant negative impact of the COVID-19 pandemic on travel in Croatia has been profound. However, that intense reliance on travel means that great attention will be paid and considerable resources will be provided to the segment by the government and national industry groups in order to ensure not only the short-term recovery but also sustained recovery over the forecast period.
