Towards the end of the review period, vaping had started to gain traction in India due to its positioning as a perceived healthier alternative to smoking, its cost-effectiveness and regulatory curbs on smoking tobacco. These aspects coupled with the importation of new products and flavours had been fuelling its adoption in the country.
In May 2019, Philip Morris International (PMI) requested the Indian government to bring out legislation regulating the sale of alternatives to smoking on the lines of the Food and Drug Administration (FDA) in the US, in which it deemed the products appropriate for the protection of public health. The company stated that there was a strong basis to its argument as its iQOS product is sold in 47 countries, catering to 7.
In 2019, prior to the ban, the market for smokeless tobacco, e-vapour products and heated tobacco was highly fragmented featuring over 460 brands, all of which were imported. These brands were also available in thousands of flavours.
In 2020, sales of smokeless tobacco, e-vapour products and heated tobacco are now expected to contract by 10% in constant 2019 value terms in light of the impact of COVID-19. This compares to a 2% contraction in sales forecast in our 2019 edition of tobacco.
Sales of cigarettes will suffer from lockdown, and the temporary ban on their production as well as their lack of availability via tobacco specialists, which were forced to close. This meant cigarettes were only available during lockdown via other grocery retailers and modern grocery retailers, and only while stocks lasted.
The boon to chewing tobacco provided by the negative impact of COVID-19 on cigarettes and cigars, cigarillos and smoking tobacco is expected to be short lived with growth in value sales at constant 2019 prices set to return to pre-COVID-19 levels by 2021. As fears over the virus recede, consumers are likely to revert to previous smoking habits, especially as the production of cigarettes is set to resume and availability will start to normalise.
