In November 2021, the global tobacco giant Philip Morris International Inc entered heated tobacco and heating devices with its Iqos 3 Duo and HEETS brands (under Régie Nationale des Tabacs et des Allumettes (RNTA) in the territory), taking a complete monopoly. However, demand for these new products remains low for several reasons, including the fact that the heating device, Iqos, is only sold in hypermarkets, the heated tobacco, HEETS, has limited availability overall, and there is no advertising to support these launches.
The number of e-vapour smokers increased in 2021, especially among younger consumers such as teenagers, and young adults. Currently, there is no legislation regarding the sale or use of e-vapour products in Tunisia, and laws regarding their sale and consumption do not regulate them.
US-style moist snuff is the only product available on the landscape, despite the fact that the product is increasingly perceived as being outdated by urban consumers. Previously in the review period, retail volume sales continued to increase for the product, explained by the strong demand from consumers in rural areas.
With awareness increase about the dangers of tobacco and the bad effects on health, smokers are seeking alternatives to traditional cigarettes and tobacco. Heated tobacco claims to be 95% less harmful to health and, despite the lack of advertising for the newly-launched Iqos and HEETS in Tunisia, several television shows are addressing the issue of heated tobacco – often with doctors.
With the remarkable increase of e-vapour smokers in Tunisia, especially among young people, the Ministry of Finance is planning to regulate the sub-category with new laws in order to sue those engaging in illicit trade of the products. All products available in Tunisia, such us liquid tobacco or vapour devices, are smuggled from Libya, Algeria and even EU countries.
Despite the fact that US-style moist snuff is increasingly perceived as outdated by urban consumers, retail volume sales are expected to continue over the forecast period – mainly driven by demand in rural areas. Production will, of course, be dependent on weather conditions in Tunisia, as the lack of rain and drought challenges in 2021 negatively affected production capacity, as moist snuff is made from plants farmers in several domestic regions.
