Régie Nationale des Tabacs et des Allumettes (RNTA) continued to hold a monopoly on sales of smokeless tobacco in 2020, offering moist snuff under the Neffa brand in Tunisia. However, due to increased price sensitivity, the product recorded a retail volume decline of 28%.
Smokeless tobacco is expected to register a return to volume growth from 2021, with double-digit growth expected in 2022, before lower levels of growth and declines, leading to a volume CAGR of 1%. Value growth will have a much more positive performance, with a predicted CAGR of 14% for the forecast period.

The office of the Minister of Health has called for the regulation of the trade of electronic cigarettes in Tunisia while stating the product needs to be classified as a toxic substance. The organisation is calling for the imposition of a tax on the product and a ban on advertising, given that its components are of unknown origin since it is sold on parallel markets.
