In 2019 Vietnam’s Ministry of Health proposed a ban on e-cigarettes and shisha. Due to the negative effects of e-cigarettes and shisha, particularly on young people, and concerns over their effect on social order and security, the Ministry of Health is working with the Ministry of Industry and Trade to propose that the government and the National Assembly ban the use and import of e-cigarettes and shisha into Vietnam by 2020.
Vietnam National Tobacco Corp (Vinataba) is the government-appointed sole distributor for all tobacco products in the country. However, the company currently does not import and distribute e-vapour products and heated tobacco products.
Sales of smokeless tobacco remained negligible in Vietnam in 2019, with local consumers generally being unaware of such products. Chewing tobacco with betel is the only product with a presence but it is available only in tobacco specialists in large cities such as Ho Chi Minh and Hanoi.
COVID-19 is likely to have disrupted the supply of e-vapour products and heated tobacco into Vietnam, with these products being imported directly by retailers.
The measures taken to control COVID-19 have resulted in some stores being forced to close and this is likely to negatively impact sales of all categories within smokeless tobacco, e-vapour products and heated tobacco. Sales of smokeless tobacco were already negligible prior to COVID-19 and so its impact is likely to be largely unnoticeable.
The future of e-vapour products and heated tobacco remains largely dependent on what legislation the government introduces to control the supply and sale of these products. Given the Ministry of Health’s proposal to ban the sale of e-vapour products it seems unlikely that these products will be able to gain a strong and legal foothold in the market.
