E-vapour products continued to perform strongly in Azerbaijan in 2021, with overall current value sales growing faster than in 2020 and increasing at a double-digit rate for a fifth consecutive year. While growth was bolstered by a steep hike in excise duty on e-liquids, the rapid expansion of the category also reflected the increasing appeal of vaping among cigarette smokers seeking to quit or cut down for health reasons and to save money.
Open vaping systems remained a much larger category than closed vaping systems in Azerbaijan in 2021, and was also by far the more dynamic of the two in terms of current value sales growth. The general preference for open systems reflects the fact that most vapers like to mix and match different types of equipment and e-liquid flavours from a variety of producers.
Heated tobacco products posted impressive growth in volume and current value terms in 2021. Growth rates were skewed by the fact that sales were increasing from a low base, as this category only emerged in Azerbaijan in the latter part of the review period with British American Tobacco’s launch of Glo and Neo Sticks.
Heated tobacco products looks set to expand at a markedly faster pace than e-vapour products in current value growth terms over the forecast period. While this is partly because the former is the less mature of the two categories, by 2026 it is expected the number of heated tobacco users in Azerbaijan will be significantly higher than the number of vapers.
Despite increasing competition from heated tobacco products, e-vapour products is expected to perform reasonably well over the forecast period. The expansion of this category will be underpinned by the growing use of open vaping systems, which look set to continue gaining popularity as a less harmful and more affordable alternative to cigarettes.
While the prospects for e-vapour products and heated tobacco products over the forecast period are broadly favourable, unit price increases resulting from tax hikes could hamper the development of both categories to some extent. The specific excise on e-liquids rose from AZN20 to AZN100 per litre in 2021, while that levied on heated tobacco increased from AZN12.
