A “pandemic” of vaping, especially among school pupils, is observed in Kazakhstan. Vaping devices and materials are easily purchased in the grey market and online through social media platforms and, therefore, put in vain all the efforts of the state, including excise tax on e-liquids, to prevent vaping.
The introduction of excise duty on e-liquids in 2020 has slowed demand for open vaping systems, thus causing a gradual decline in value sales through regular channels, but has boosted illicit trade. Rather than pay excise duty on legally imported e-liquids, many vape retailers have closed their licensed businesses and switched to selling products informally via social media platforms.
Heated tobacco products continued to display the strongest growth rates in 2021, despite the unfavourable economic climate in Kazakhstan and the introduction of excise duty on heated tobacco. The category’s dynamism was still underpinned by the belief among many Kazakhstanis that this method of tobacco consumption is less harmful than traditional smoking.
Retail value sales of e-vapour products are projected to drop significantly in 2022. Sales will be represented only by closed vaping systems, as it is possible that a ban on open vaping systems will come into effect, if agreed, in 2022.
Value sales of heated tobacco products are expected to continue to demonstrate a double-digit performance annually over the forecast period. The major marketing, product support and retail efforts by the existing market players, Philip Morris Kazakhstan and British American Tobacco Kazakhstan Trading, will drive the category’s growth.
At the same time, however, heated tobacco products will face increasing maturity during the forecast period, which will moderate demand levels, and will also face greater legal impacts. The 2020 legislative amendment saw heated tobacco products classed as equivalent to other forms of tobacco, such as cigarettes, and has therefore increased doubts about claims that they provide a “healthier” alternative.
