On the back of a devastating year in 2020 in terms of falling value sales, full-service restaurants made a complete recovery to the 2019 level of sales in current value terms in 2021. However, although revenues exceeded those in 2019, given the high level of inflation in both 2020 and 2021, this is not a very reliable benchmark of recovery.
As previously mentioned, looking at year-on-year value growth in 2021 is not a good indicator of performance, as the highest growth categories in 2021 were those that suffered the most decline in 2020, such as European full-service restaurants. Comparing revenue growth in 2021 with pre-pandemic sales in 2019, pizza and Asian full-service restaurants saw the best performances.
Middle Eastern full-service restaurants accounts for the lion’s share of sales in overall full-service restaurants in Turkey, and this is for the simple reason that Turkish cuisine is classified as Middle Eastern. Many independent Middle Eastern restaurants struggled to retain customers in 2020, at a time when consumers were not allowed to sit and dine-in in restaurants, or when seating capacity was reduced to 50% at best.
Full-service restaurants is expected to continue to see growth in 2022, although full recovery is likely to take several years. This is partly due to the reluctance amongst hard-pressed consumers to spend money unnecessarily during a period of economic uncertainty and high unemployment.
The radical shifts seen in consumers’ purchasing habits from eat-in towards delivery and takeaway in 2020 as outlets were not allowed to seat consumers in their establishments, reverted to a notable extent in full-service restaurants in 2021, as consumers started to return to dining-in. As the impact of the pandemic continues to wane, more consumers are expected to move back to dining-in at restaurants, with takeaway receding back to around the pre-pandemic share of sales.
Over the forecast period, independent full-service restaurants is expected to maintain its dominance, and in particular Middle Eastern full-service restaurants, as Turkish consumers are unlikely to abandon their preference for cuisine that is familiar and comforting. In limited-service restaurants, chained outlets have taken the lead, particularly through franchising-led growth of brands.

Full-Service Restaurants
FSR (full-service restaurants) encompasses all sit-down establishments where the focus is on food rather than on drink. FSR is characterized by table service and a relatively higher quality of food compared to quick-service units. Menus offer multiple selections and may include breakfast, lunch and dinner. Preparation of food products is often complex and involves multiple steps. NOTE: restaurants types catalogued in this segment refer to table-service only (outlets with a proper “full table service:” wait staff attending customers and taking orders at the tables). Outlets with “limited table service” are excluded from FSR. For example: outlets where customers order their food at the counter are excluded (even though the waiter will then bring the food at the table).
