The first restrictions of the HFSS regulation in terms of limiting the in-store and online presence of savoury snacks that are high in fat, salt or sugar, are set to come into force in October 2022, and will challenge the performance of savoury snacks over the forecast period. Especially in 2023, when the regulation will affect a full year for the first time, and restrictions on volume-based promotions are also expected to be introduced, a significant decline is projected in overall savoury snacks in retail volume terms.
Although all savoury snacks categories, excluding nuts, seeds and trail mixes, are in the scope of the HFSS regulation, they are not expected to be equally impacted by the upcoming restrictions. Savoury snacks categories that have historically been perceived as healthier are expected to return to their positive robust growth faster than categories criticised for their high fat and salt content, such as potato chips and puffed snacks.
Although the majority of savoury snacks are high in fat and salt, and hence are in the scope of the HFSS regulation, brand manufacturers are heavily investing in recipe reformulation and new product developments with lower levels of fat and salt, that will allow their products to be exempt from the regulation. While it is unlikely that the entire savoury snacks category will be represented by non-HFSS variants by the end of the forecast period, innovation is expected to mostly be focused on this direction, with leading and emerging brands competing on taste and the timing of when they introduce their non-HFSS variants.
