Total volume sales of alcoholic drinks in Paraguay rebounded in 2021 after two years of decline. Although the industry is relatively well-developed, economic instability caused by the pandemic and the huge impact on the social lives of the country’s inhabitants acted as major drags on sales in 2020.
In 2021, sales of alcoholic drinks rebounded after experiencing two successive years of declines in both total volume and on-trade sales. The preventative measures taken by the government to control the spread of COVID-19 loosened which enabled people to socialise once more and spend more time outside their homes.
The COVID-19 pandemic first hit Paraguay in March 2020 to which the government initiated a lockdown. Schools and retail outlets were closed with most being shut until early May and schools not reopening until the end of the year.
Paraguay achieved a steady reduction in poverty levels during the review period. Only 5% of the population lived below the international poverty line of USD3.
Paraguay's road network is subject to growing investment and transportation infrastructure is one of the focus areas for the country’s National Development Plan 2014-2030. However, many roads remain in poor condition, mainly in rural areas, where many roads remain unpaved.
There were no changes regarding legislation covering alcohol consumption in 2021.
During 2021, the taxation levied on alcoholic drinks was temporarily reduced. In April 2021, the government decreased the Selective Consumption Tax (ISC) for several alcoholic and non-alcoholic drinks.
Sales of alcoholic drinks are set to post positive volume growth over the forecast period, with the on-trade expected to outperform the off-trade, though growth will slow as the forecast period progresses. The on-trade vs off-trade split will continue shaping the evolution of alcoholic drinks consumption in the country, especially since the pandemic created record shifts from the on- to the off-trade.
