Prior to the COVID-19 pandemic, tissue and hygiene’s growth was fuelled by factors such as increasing living standards and rising public awareness of global health. As a result, the demand for tissue and hygiene in Uganda has grown dramatically in recent years.
Uganda has a poor immunisation rate for the COVID-19 virus compared to other countries in Africa and the rest of the world. The latest available data shows that 5% of Ugandans have taken at least one vaccination dose as of 7 October 2021.
41% of Ugandans live in poverty and over half of the country's population is under 15, making Uganda one of the world's youngest countries. Tissue and hygiene products are often out of reach for these consumers, even though sales of these items to more affluent low-income consumers are expanding due to economic expansion, urbanisation, and the increased accessibility to economy products.

A hierarchy of influential factors on consumer choice for certain tissue and hygiene products has been established.
