Due to the limits still being placed on social activities in Latvia in 2021, colour cosmetics, while seeing a strong rebound in its performance in this year, was not able to see a full recovery to pre-pandemic sales levels in 2021. Colour cosmetics had suffered a strong decline in both retail volume and value sales in 2020.
Nail products were particularly badly hit by the pandemic in 2020, as many consumers were likely to already own a wide variety of these products. Therefore, the reduced need to buy new items during a time of economic uncertainty exacerbated the downturn in demand caused by the heavy restrictions on outdoor activities.
Despite a small shift back towards mass products, the generally low demand for colour cosmetics due to the pandemic limited brand shifts. Company rankings were therefore stable during the pandemic.
Health and sustainability are themes that are likely to remain high up the consumer agenda over the forecast period. Consumer interest in innovative natural and non-allergenic ingredients as well as sustainable products is expected to strengthen in the coming years.
Over the course of the forecast period, the population of Latvia is expected to shrink from almost 1.9 million people in 2021 to 1.
A shift towards e-commerce was already visible prior to the pandemic, but the arrival and presence of COVID-19 in Latvia accelerated this trend, with restrictions being placed on store-based retailing and shopping. Despite a return to greater normality, bricks-and-mortar specialist stores and shopping malls were not able to realise their full potential due to continued limitations imposed on their operations in 2021.
