However, on a category basis, demand remained slow for depilatories, bath and shower, deodorants and hair care in 2021, while sales of fragrances, premium and prestige beauty and personal care soared as consumers released pent-up demand as society began to slowly reopen and return to a degree of normality.
Vaccination rates in Paraguay in 2021 were among the lowest in Latin America with only 40.8% fully vaccinated and 48.
Paraguayans tend to be conservative and regard dressing well, looking after one’s hair and nails and wearing make-up as important, resulting in people from all economic backgrounds striving to keep themselves clean and looking well groomed. It is customary for women across most socioeconomic groups to have their nails manicured and their hair dyed.
Purchasing power determines how each socioeconomic group attends to their beauty and personal care needs. In 2021, 22% of the population was estimated to live below the national poverty line, compared to a 23 in 2019.
Paraguay is a landlocked country, bordered in the north by Bolivia, in the east and northeast by Brazil and in the south and southwest by Argentina. Its terrain is less mountainous than any of these countries, however.
According to industry sources, the lack of some beauty and personal care brands due to production problems in source countries and general supply chain issues stimulated by the pandemic will continue to negatively impact beauty and personal care sales in the short term, with this being particularly the case in fragrances, colour cosmetics and skin care.
